Visa cards

Visa Europe has been the driving force behind the UK Government Procurement Card (Visa) since 1997 and is a proven solution enabling over 1700 public sector organisations to improve their efficiency while delivering more controlled and transparent spending.

In the UK, there are three Visa member banks which issue Visa cards, having been awarded the Lot 1 framework agreement through Buying Solutions. Visa Europe itself does not issue cards or manage services.

Buying Solution is the national procurement partner for all UK public services and part of the Efficiency and Reform Group within the Cabinet Office.

The core card service within Lot 1 is provided free of both card fees and transaction fees, although card issuers may charge fees for certain non-core services. Rebates are typically available based on an organisation’s annual spend levels and payment terms.

Visa card issuers include:

• Barclaycard Commercial
• The Co-operative Bank
• The Royal Bank of Scotland Group (including RBS, NatWest and Ulster bank)

Prepaid cards

Three Visa member banks issue prepaid card solutions under the Lot 2 Buying Solutions framework. Prepaid cards can be used by an organisation’s own employees or may be issued to third parties, for example recipients of benefits or expenses payments.

Visa prepaid cards issuers include:

• Citi
• The Royal Bank of Scotland Group (including RBS, NatWest and Ulster bank)

eSolutions: web-based data integration

Purchasing Card Consultancy Limited (PCCL), which runs this site, has been awarded a Lot 3 framework supplier for web-based data integration solutions, expense management, VAT recovery and data mining services. This online service is called eSolutions. PCCL has an exclusive partnership with Visa.
